Julie Murphy has been appointed as Chief Executive and head of paid service at Rochdale Borough Council following approval by councillors at a meeting of full council.
She has led the authority on an interim basis since December 2025 and has more than 30 years of experience in local government.
Julie has spent much of her career at Rochdale Borough Council, holding a number of senior leadership roles including director of corporate services and statutory section 151 officer.
During her time with the authority she has overseen services including finance, governance, legal services, communications, human resources, policy, transformation and ICT. She has also helped lead regeneration projects, commercial programmes and digital transformation while supporting the council's financial management and organisational resilience.
Her appointment follows a recommendation from the council's chief officer employment committee after a recruitment process and final interviews.
Councillor Neil Emmott, leader of Rochdale Borough Council, said, "Julie has demonstrated outstanding leadership, professionalism and commitment throughout her career and particularly during her time as interim chief executive. She has a deep understanding of our borough, our communities, and our ambitions for the future. Julie’s experience, expertise and collaborative approach make her exceptionally well placed to lead the organisation as we continue to deliver for residents, drive regeneration and support inclusive growth across the borough."

Julie has also served on regional and national organisations, including as vice president of the Society of Municipal Treasurers.
