A woman believed to be in her 40s has died after officers were called to reports of a concern for welfare at Freehold Flats on Tweedale Street in Rochdale on Sunday afternoon.
A man in his 30s has been arrested on suspicion of murder and remains in custody.
Police said officers attended the address at around 4pm after receiving reports linked to a welfare concern.
After entering the property, officers found an unresponsive woman inside the address. She was pronounced dead at the scene.
Greater Manchester Police said enquiries are continuing to establish the full circumstances surrounding the incident.

Temporary Detective Chief Superintendent Jamie Daniels from the Major Incident Team said "We appreciate this incident is likely to cause some distress amongst the public and local community."
He added, "I would like to reassure you that we believe this to be an isolated incident, which does not pose any further risk to the wider public."
Police said their immediate priority is formally identifying the woman and informing her family. Specialist officers will provide support to relatives.
Daniels said, "We understand the severity of events such as this, and whilst we are in very early stages, our officers will work tirelessly to establish the full details of this tragic death."
A police scene remains in place and residents can expect an increased police presence in the area over the coming days.
