A long-established childminder in Rochdale has been graded ‘Outstanding’ by Ofsted for the fifth inspection in a row, a rare achievement spanning over two decades.
Celine Coldman, who runs Celine Coldman Childminding in Rochdale, has once again been rated ‘Outstanding in all areas’ by Ofsted, a grade she has consistently held since her first inspection in 2004.
The report praises her ability to combine the Early Years Foundation Stage framework with Montessori principles, describing her childminding setting as nurturing, respectful, and stimulating.
According to Ofsted, Celine’s approach promotes children’s independence, confidence, and emotional wellbeing through hands-on learning, free choice, and structured routines. Children are said to thrive in the “calm, joyful setting,” which is tailored to their developmental needs and where every child is treated as a capable and curious learner.
Inspectors noted the strong emotional bonds formed between Celine and the children, and praised her consistent use of gentle guidance and positive reinforcement. Her methods encourage self-discipline and help children develop empathy, resilience, and strong social skills.
The latest inspection, carried out in September 2025, builds on previous ‘Outstanding’ ratings received in October 2019, November 2014, December 2008 and June 2005.
Learning through lived experience
Ofsted found that learning in Celine’s setting is largely child-led and built around real-life activities. For example, children learn maths through number rods and daily routines, literacy through storytelling and cultural books, and physical development through outdoor play and practical life tasks like sweeping and dressing themselves.
Inspectors praised her inclusive approach to education, noting that children with special educational needs or disabilities are fully supported and make remarkable progress. Adaptations such as sign language, visual aids, and sensory materials are used routinely to meet individual needs.
The report highlights that parents overwhelmingly praised the setting, saying Celine delivers “thoughtful and tailored” care that respects each child’s unique journey.
Among the standout areas of practice, Ofsted cited:
- Communication and language: fostered through rich conversations, nature walks and song.
- Personal, social and emotional development: with a focus on empathy and relationship-building.
- Understanding the world: where children visit farms and museums to expand their horizons.
- Expressive arts and design: enabling creativity through fairy gardens, music and role play.
