A 24-year-old bartender has had his alcohol license revoked after he was caught drink-driving nearly three times over the legal limit. Dylan Lealand of St. Johns Gardens, Bury, the registered director of Ramsbottom cocktail bar No. 5 Rams, will no longer be allowed to sell alcohol.
Mr Lealand had 93 microgrammes of alcohol in 100 millilitres of breath when pulled over by GMP on Bank Street in May last year, a licensing committee heard.
The Ford Focus driver also failed to produce his licence for inspection by police and did not have the correct insurance.
The cocktail maker pleaded guilty to the offences and was given a 23-month driving ban and community order at Manchester City Magistrate’s Court in December 2025.
He was also referred to an alcohol dependency treatment for six months, with 15 days of rehabilitation, and charged a total of £199 in court costs.
During the hearing, Mr Lealand failed to disclose he held a personal license, the council heard. Now Bury Council has revoked his permit to sell alcohol.
Lealand did not appear at the licensing hearing held on Tuesday, March 3, despite repeated attempts by officers to contact him over 28 days.
After a brief deliberation, licensing chair coun Tahir Rafiq concluded: “The decision of the committee is to revoke the license. The reason for this is to do with the licensing objectives, in particular the first objective of preventing crime and disorder.
“The applicant failed to fulfil that objective, made worse by the lack of transparency and honesty [about his license holder status]. This is not suitable for suspension due to the seriousness of the offence.”
Lealand now has 28 days to appeal the decision. No. 5 Rams has been contacted for comment.
The council recently also blocked the 24-year-old from becoming the designated premises supervisor at Towler Inn on Walmersley Road, Bury.
Another licensing hearing was called on Wednesday, December 3, after GMP objected to Mr Lealand’s new job. At the time, PC Peter Eccleston shared his ‘serious concerns over Mr Lealand’s suitability for the role’ due to the recent drink-driving offences.
