Undercover cadets and Trading Standards officers working alongside Operation Vulcan have caught out two shops in Derker for illegally selling vapes to underage buyers.
Two shops in Derker are facing enforcement action after selling vapes to underage customers as part of a test purchase operation involving Police Cadets, Trading Standards, and Operation Vulcan officers.
The joint initiative was carried out to test whether local retailers are complying with laws around the sale of age-restricted products such as vapes and cigarettes.
Over the course of the operation, underage cadets visited four shops. Two of them failed the test and sold vapes, triggering an immediate response from Trading Standards.
Retailers who were found in breach will be required to attend compulsory education sessions. These are designed to help shop staff recognise signs of child criminal exploitation, understand their legal responsibilities around selling restricted products, and build closer links with local police to improve information sharing.
Inspector Dan Cullum from Operation Vulcan said the results were “concerning” but also highlighted areas to focus efforts.
“These products pose significant risks to children, and it’s vital we do everything we can to prevent access,” he said. “Shop workers play a crucial role in keeping vapes and cigarettes out of the hands of minors.
“While it’s disappointing to see two shops fail this test, it shows us exactly where we need to step up our work. Operation Vulcan will continue to collaborate with schools, youth workers, and the community to proactively safeguard young people.”
The operation is part of a broader strategy to protect children across Oldham and Greater Manchester, and officials are urging residents to report any suspicions they may have about local shops selling age-restricted items to minors.
